Specifically, the commission said Google \u201cabused\u201d its \u201cdominant positions\u201d by favoring its ad exchange AdX in both its publisher ad server and in its ad-buying tools.<\/p>\n<p class=\"wp-block-paragraph\">The commission also said Google has 60 days to \u201cbring these self-preferencing practices to an end\u201d and \u201cto implement measures to cease its inherent conflicts of interest along the adtech supply chain.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cGoogle must now come forward with a serious remedy to address its conflicts of interest, and if it fails to do so, we will not hesitate to impose strong remedies,\u201d said Teresa Ribera, the commission\u2019s executive vice president for clean, just and competitive transition, in a statement. \u201cDigital markets exist to serve people and must be grounded in trust and fairness. And when markets fail, public institutions must act to prevent dominant players from abusing their power.\u201d<\/p>\n<p class=\"wp-block-paragraph\">In response, <a rel=\"nofollow\" href=\"https:\/\/www.wsj.com\/tech\/google-fined-3-5-billion-by-eu-over-ad-tech-business-72521802?st=nm5gTv\">a Google spokesperson told The Wall Street Journal<\/a> that the company would appeal the commission\u2019s decision, adding, \u201cThere\u2019s nothing anticompetitive in providing services for ad buyers and sellers, and there are more alternatives to our services than ever before.\u201d<\/p>\n<p class=\"wp-block-paragraph\"><a rel=\"nofollow\" href=\"https:\/\/www.wsj.com\/tech\/google-fined-3-5-billion-by-eu-over-ad-tech-business-72521802?st=nm5gTv\">The WSJ reports<\/a> that the announcement was delayed from a planned date of September 1, reportedly due to concerns over the European Union and United States\u2019 continuing negotiations over a potential trade deal.<\/p>\n<p class=\"wp-block-paragraph\">This is the EU\u2019s second largest antitrust fine ever (behind <a href=\"https:\/\/techcrunch.com\/2018\/07\/18\/google-gets-slapped-5bn-by-eu-for-android-antitrust-abuse\/\">a $5 billion fine<\/a> against Google in 2018).
