Add\u00a0the cocoa powder\u00a0and whisk to combine.<\/li>\n<li><strong>Whisk the frosting ingredients: <\/strong>Remove from the heat and add\u00a03 \u00bd cups powdered sugar,\u00a01 teaspoon vanilla extract, and\u00a06 tablespoons milk.
