Newsom and California Attorney General Rob Bonta called the mobilization an illegal breach of state sovereignty.<\/p>\n<p>Breyer had sided with the state last week in ruling that Trump did not follow procedures set out by Congress when he federalized the troops without telling Newsom, issuing the order through the California Guard\u2019s adjutant general instead.<\/p>\n<p>But the appeals court ruled that Trump \u201clikely met the procedural requirement\u201d by telling the general because he is \u201can agent\u201d of the governor, and judges noted that the law does not afford Newsom veto power over the president\u2019s federalization decisions.<\/p>\n<p>The court also said that \u201cirreparable harm and the public interest\u201d is on the president\u2019s side due to the need to protect federal agents and property.<\/p>\n<p>Trump began calling up troops June 7, eventually mobilizing 4,000 National Guard troops and <a href=\"https:\/\/www.kqed.org\/news\/12043453\/trump-mobilizes-marines-for-duty-in-los-angeles\">700 U.S. Marines<\/a> to respond to protests in and around L.A. that broke out in response to immigration deportation raids. <a href=\"https:\/\/www.kqed.org\/news\/12043314\/california-to-sue-trump-for-sending-national-guard-troops-into-la-after-ice-protests\">California sued<\/a>, arguing that the mobilization was illegal because the state did not request or consent to the military deployment. The President is not a king and is not above the law. We will press forward with our challenge to President Trump\u2019s authoritarian use of U.S. military soldiers against citizens,\u201d Newsom said in a statement Thursday night.<\/p>\n<p>Later Friday, Vice President J.D.
