The current bill lacks detail on how much information these warning labels should have or how they should appear, but mentions the Cyberbullying Protection Act and the Online Violence Prevention Act as possible precedent for such a requirement. Those bills required social media platforms to disclose their cyberbullying reporting features in the terms of service, and clearly state whether they have a way of reporting violent posts for users and nonusers on the platform, respectively.<\/p>\n<p>Bonta and Bauer-Kahan\u2019s new bill follows <a data-i13n=\"elm:context_link;elmt:doNotAffiliate;cpos:3;pos:1\" class=\"link \" href=\"https:\/\/www.engadget.com\/social-media\/majority-of-attorneys-general-support-a-warning-label-for-social-media-platforms-184138728.html\" data-ylk=\"slk:an open letter signed by 42 attorneys general;elm:context_link;elmt:doNotAffiliate;cpos:3;pos:1;itc:0;sec:content-canvas\"><\/a> (Bonta included) that called for Congress to require a surgeon general\u2019s warning label on social media. The US Surgeon General Vivek Murthy proposed the idea himself in an essay <a data-i13n=\"elm:context_link;elmt:doNotAffiliate;cpos:4;pos:1\" class=\"link \" href=\"https:\/\/www.nytimes.com\/2024\/06\/17\/opinion\/social-media-health-warning.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:for The New York Times Opinion section;elm:context_link;elmt:doNotAffiliate;cpos:4;pos:1;itc:0;sec:content-canvas\"><em><\/em><\/a> in June. A surgeon general\u2019s warning label requires congressional action to actually be put in place, but could prove effective in changing behavior <a data-i13n=\"elm:context_link;elmt:doNotAffiliate;cpos:5;pos:1\" class=\"link \" href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/2020-cessation-sgr-full-report.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:in the same way it has for tobacco products;elm:context_link;elmt:doNotAffiliate;cpos:5;pos:1;itc:0;sec:content-canvas\"><\/a>, according to Murthy.<\/p>\n<p>You can trace a lot of the recent commotion around children and social media to <a data-i13n=\"elm:context_link;elmt:doNotAffiliate;cpos:6;pos:1\" class=\"link \" href=\"https:\/\/www.engadget.com\/us-surgeon-general-says-social-media-can-pose-a-profound-risk-to-teens-mental-health-170517411.html\" data-ylk=\"slk:an advisory;elm:context_link;elmt:doNotAffiliate;cpos:6;pos:1;itc:0;sec:content-canvas\"><\/a> on <a data-i13n=\"elm:context_link;elmt:doNotAffiliate;cpos:7;pos:1\" class=\"link \" href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/sg-youth-mental-health-social-media-advisory.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Social Media and Youth Mental Health;elm:context_link;elmt:doNotAffiliate;cpos:7;pos:1;itc:0;sec:content-canvas\"><\/a> that the US Surgeon General published in 2023. The advisory claimed that social media could \u201chave a profound risk of harm to the mental health and well-being of children and adolescents\u201d and that \u201cchildren and adolescents who spend more than three hours a day on social media face double the risk of mental health problems.\u201d A warning label is unlikely to completely fix things and social media isn\u2019t the sole cause of all children\u2019s problems, but labels are another level that can be pulled to change things.<\/p>\n<p>A wider reaching Texas bill that required social media companies block teens from seeing \u201charmful content\u201d <a data-i13n=\"elm:context_link;elmt:doNotAffiliate;cpos:8;pos:1\" class=\"link \" href=\"https:\/\/www.engadget.com\/big-tech\/social-media-companies-cant-be-forced-to-block-teens-from-seeing-harmful-content-judge-rules-221321184.html\" data-ylk=\"slk:was struck down a few months ago;elm:context_link;elmt:doNotAffiliate;cpos:8;pos:1;itc:0;sec:content-canvas\"><\/a> in 2024, but requiring social media warning labels, especially given <a data-i13n=\"elm:context_link;elmt:doNotAffiliate;cpos:9;pos:1\" class=\"link \" href=\"https:\/\/www.engadget.com\/california-ab-2273-children-social-media-230652145.html\" data-ylk=\"slk:California\u2019s legal history;elm:context_link;elmt:doNotAffiliate;cpos:9;pos:1;itc:0;sec:content-canvas\"><\/a>, seems much more feasible.
