Attributing Modi\u2019s underperformance in India\u2019s recent elections to having not-great answers to the opposition successfully mobilizing on caste issues makes perfect sense\u2026to outsiders. Originally published at <a href=\"https:\/\/theconversation.com\/one-issue-proved-key-to-the-oppositions-stunning-success-in-indias-election-caste-politics-231588\" rel=\"nofollow noopener\" target=\"_blank\">The Conversation<\/a><\/strong><\/em><\/p>\n<p>This year\u2019s general election in India arguably brought up more questions about the <a href=\"https:\/\/www.france24.com\/en\/tv-shows\/perspective\/20240604-indian-election-has-the-vote-been-free-and-fair\" target=\"_blank\" rel=\"nofollow noopener\">fairness of the electoral process<\/a> than any other in the country\u2019s history.<\/p>\n<p>For example, in December, a bill was passed in India\u2019s parliament that allowed election commissioners to be <a href=\"https:\/\/thewire.in\/government\/lok-sabha-passes-election-commissioners-bill#:%7E:text=New%20Delhi%3A%20The%20Lok%20Sabha,and%20election%20commissioners%20(ECs).\" target=\"_blank\" rel=\"nofollow noopener\">appointed<\/a> by a panel dominated by the executive branch, which many feared would endanger free and fair elections.<\/p>\n<p>And during the campaign, Prime Minister Narendra Modi gave a string of speeches that were <a href=\"https:\/\/www.livemint.com\/elections\/after-gold-mangalsutra-remaek-pm-modi-says-congress-wants-to-reduce-sc-st-quota-distribute-it-to-muslims-11713852618264.html\" target=\"_blank\" rel=\"nofollow noopener\">widely seen as Islamophobic<\/a>, in which he accused the opposition Congress Party of favouring Muslims. The Election Commission <a href=\"https:\/\/m.thewire.in\/article\/government\/deliberately-decided-not-to-touch-top-2-bjp-cong-cec-rajiv-kumar\" target=\"_blank\" rel=\"nofollow noopener\">failed to adequately<\/a> enforce the Model Code of Conduct when it came to these comments.<\/p>\n<p><a href=\"https:\/\/www.hindustantimes.com\/india-news\/empty-chairs-for-arvind-kejriwal-hemant-soren-at-india-rally-manifesting-ram-rajya-101713703169521.html\" target=\"_blank\" rel=\"nofollow noopener\">Opposition chief ministers<\/a>, Arvind Kejriwal of the Aam Aadmi Party (AAP) and Hemant Soren of Jharkhand Mukti Morcha (JMM), meanwhile, were arrested on charges of corruption. Both parties claimed the charges were politically motivated.<\/p>\n<p>One of the lessons from the election, however, is that even when there are questions about how free and fair a vote is, opposition parties can dent the dominance of ruling parties.<\/p>\n<p>In India\u2019s election, the opposition presented a united front and stuck to a consistent message reflecting specific issues of voter discontent.<\/p>\n<p><b>Why Caste Politics Were So Important<\/b><\/p>\n<p>Modi\u2019s Bharatiya Janata Party did not perform as well as expected in the election, suffering major losses in its heartland northern Indian states. Modi began the six-week election campaign saying his party would win more than 400 seats. Ultimately, it was reduced to 240 seats, while the opposition Indian National Developmental Inclusive Alliance (INDIA) won 232 seats.<\/p>\n<p>INDIA had a shaky start to the election. A founding member, the Janata Dal, joined Modi\u2019s coalition earlier this year. INDIA also <a href=\"https:\/\/economictimes.indiatimes.com\/news\/elections\/lok-sabha\/india\/alliance-can-happen-anytime-before-withdrawal-of-nominations-congress-on-tmc-announcing-candidates-list\/articleshow\/108368342.cms?from=mdr\" target=\"_blank\" rel=\"nofollow noopener\">failed<\/a> to reach a seat-sharing agreement with another member, Trinamool Congress (TMC), although that party remained part of the alliance.<\/p>\n<p>Yet, as the campaign wore on, the BJP\u2019s attacks on the opposition led to a more united front, focusing particularly on the issue of caste.<\/p>\n<p>Indian society and politics are stratified by its <a href=\"https:\/\/archive.org\/details\/ambedkar-annihilation-of-castes\" target=\"_blank\" rel=\"nofollow noopener\">caste system<\/a>. It has roots in <a href=\"https:\/\/thewire.in\/caste\/manusmriti-history-discrimination-constitution\" target=\"_blank\" rel=\"nofollow noopener\">ancient religious texts<\/a>, which grant symbolic and material rights and privileges to people based on their membership to a particular caste.<\/p>\n<p>Opposition leader Rahul Gandhi\u2019s speeches <a href=\"https:\/\/www.youtube.com\/watch?v=CaQwDR54ed8\" target=\"_blank\" rel=\"nofollow noopener\">highlighted<\/a> a commitment to protecting the Constitution and addressing the issue of caste-based injustice in India. He pledged to undertake a caste census to reveal the extent of disadvantage and concentration of wealth in society.<\/p>\n<p>He also pointed out the government\u2019s centralisation of power, as well as the upper caste-dominated media\u2019s adulation of Modi and its inattention to issues of unemployment and inflation.<\/p>\n<p>Lalu Prasad Yadav, a leader of the Rashtriya Janata Dal (RJD) party, which is also part of the INDIA coalition, <a href=\"https:\/\/www.thehindu.com\/elections\/lok-sabha\/dalits-and-poor-will-gouge-out-eyes-of-those-trying-to-change-the-constitution-says-lalu\/article68067928.ece\" target=\"_blank\" rel=\"nofollow noopener\">warned<\/a> the BJP intended to change the Constitution to end caste-based affirmative action. Though this was denied by Modi, the allegation seemed to strike a chord with <a href=\"https:\/\/www.newslaundry.com\/2024\/04\/17\/rajasthan-2024-development-and-caste-big-poll-issues-in-jat-dominated-bharatpur\" target=\"_blank\" rel=\"nofollow noopener\">voters<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">the biggest story for me this election is INDIA parties making massive gains in Dalit and rural constituencies while NDA has maintained urban and upper caste constituencies. tells you everything, really <a href=\"https:\/\/t.co\/9DcqLlIRow\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/9DcqLlIRow<\/a><\/p>\n<p>\u2014 Mohit (@mohiittverma) <a href=\"https:\/\/twitter.com\/mohiittverma\/status\/1797895248653484343?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">June 4, 2024<\/a><\/p>\n<\/blockquote>\n<p>Caste presented a dilemma for Modi\u2019s Hindu nationalist politics, which valorises upper-caste Hindu practices and behaviours, while relying on support from the lower caste majority to win elections.<\/p>\n<p>The BJP had sought to ameliorate this tension by promoting <a href=\"https:\/\/www.pmindia.gov.in\/en\/news_updates\/cabinet-approves-pradhan-mantri-kisan-samman-nidhi-pm-kisan-scheme\/\" target=\"_blank\" rel=\"nofollow noopener\">welfare schemes<\/a> and accusing the secular opposition of colluding with Muslims to deprive the Hindu lower-caste poor.<\/p>\n<p>In the lead-up to the election, Modi also claimed to have replaced traditional forms of caste stratification with four new castes of welfare \u201c<a href=\"https:\/\/www.pmindia.gov.in\/en\/news_updates\/pms-address-during-his-interaction-with-beneficiaries-of-viksit-bharat-sankalp-yatra\/\" target=\"_blank\" rel=\"nofollow noopener\">beneficiaries<\/a>\u201d \u2013 women, farmers, the youth and the poor.<\/p>\n<p>In truth, however, the government\u2019s welfare schemes consisted of paltry cash transfers, small loans, food rations and subsidies for private goods like toilets, which sought to <a href=\"https:\/\/www.nipfp.org.in\/media\/medialibrary\/2019\/03\/BSTD_050319_jpZZrUT.pdf\" target=\"_blank\" rel=\"nofollow noopener\">compensate<\/a> for the stagnation of incomes and lack of jobs. Spending on health and education by Modi\u2019s government, which could have transformative effects on society, has <a href=\"https:\/\/thewire.in\/economy\/modi-govts-fiscal-policy-on-welfare-trends-so-far-and-what-to-expect\" target=\"_blank\" rel=\"nofollow noopener\">languished<\/a>.<\/p>\n<p>The BJP\u2019s infrastructure-driven economic program has benefited large companies, leading to <a href=\"https:\/\/www.thehindubusinessline.com\/news\/elections\/congress-manifesto-reverse-bjps-legacy-of-job-loss-growth-end-crony-capitalism-and-double-gdp-growth\/article68032101.ece\" target=\"_blank\" rel=\"nofollow noopener\">accusations of crony capitalism<\/a>. It has also failed to attract <a href=\"https:\/\/thewire.in\/economy\/precipitous-decline-fdi-last-two-years-modi-tenure\" target=\"_blank\" rel=\"nofollow noopener\">substantial foreign<\/a> investment or grow <a href=\"https:\/\/thewire.in\/government\/make-in-india-10-years-government-silence\" target=\"_blank\" rel=\"nofollow noopener\">the manufacturing sector<\/a> to create more jobs.<\/p>\n<p>Over the past decade \u2013 but particularly following the COVID pandemic \u2013 India has also become one of <a href=\"https:\/\/wid.world\/news-article\/inequality-in-india-the-billionaire-raj-is-now-more-unequal-than-the-british-colonial-raj\/\" target=\"_blank\" rel=\"nofollow noopener\">the world\u2019s most unequal countries<\/a>. <a href=\"https:\/\/azimpremjiuniversity.edu.in\/publications\/2023\/report\/state-of-working-india-2023-social-identities-and-labour-market-outcomes\" target=\"_blank\" rel=\"nofollow noopener\">Women, Dalits, Adivasis<\/a> and <a href=\"https:\/\/www.hindustantimes.com\/india-news\/muslims-in-india-the-poorest-religious-group-with-high-inequality-and-limited-opportunities-data-analysis-reveals-101688097160955.html\" target=\"_blank\" rel=\"nofollow noopener\">Muslims<\/a> have fared the worst.<\/p>\n<p><b>Dalit Politicians Also Grew in Prominence<\/b><\/p>\n<p>Perhaps the biggest surprise for the BJP were its heavy losses in its heartland state, Uttar Pradesh.<\/p>\n<p>The Samajwadi Party (SP) had previously dominated Uttar Pradesh politics by promoting the interests of particular lower caste \u201cother backward classes\u201d. This tactic, however, generated <a href=\"https:\/\/caravanmagazine.in\/politics\/bjp-non-yadav-obcs\" target=\"_blank\" rel=\"nofollow noopener\">resentment<\/a> among other lower castes, which was exploited by the BJP to win power in 2017.<\/p>\n<p>In this election, the SP appears to have fashioned a new, broader <a href=\"https:\/\/www.ndtv.com\/opinion\/lok-sabha-election-result-how-everyone-failed-to-read-the-tea-leaves-against-bjp-in-uttar-pradesh-5818762#pfrom=home-ndtv_topstories\" target=\"_blank\" rel=\"nofollow noopener\">caste coalition<\/a>.<\/p>\n<p>This election also saw new shifts in Dalit politics, the lowest rung of the caste structure in India. In Uttar Pradesh, new Dalit political parties became <a href=\"https:\/\/www.deccanherald.com\/elections\/india\/dalit-politics-takes-new-turn-with-chandrashekhar-azad-s-victory-3052554\" target=\"_blank\" rel=\"nofollow noopener\">increasingly prominent<\/a>, such as the Azad Party led by <a href=\"https:\/\/www.indiatoday.in\/elections\/lok-sabha\/story\/chandrashekhar-azad-emerges-as-new-dalit-face-in-up-with-massive-win-in-nagina-2548997-2024-06-04\" target=\"_blank\" rel=\"nofollow noopener\">Chandra Sekhar Azad<\/a>.<\/p>\n<p>Further south, the <a href=\"https:\/\/www.msn.com\/en-gb\/news\/world\/with-2-wins-vck-to-become-fifth-political-party-in-tn-to-get-state-party-tag\/ar-BB1nDVAE\" target=\"_blank\" rel=\"nofollow noopener\">Viduthalai Chiruthaigal Katchi<\/a> (VCK) consolidated its status as <a href=\"https:\/\/www.thenewsminute.com\/tamil-nadu\/vck-a-dalit-party-that-changed-the-political-landscape-of-tamil-nadu\" target=\"_blank\" rel=\"nofollow noopener\">the largest Dalit party in Tamil Nadu<\/a>, winning all the seats it contested.<\/p>\n<p><b>The Future of Indian Democracy<\/b><\/p>\n<p>Indian democracy is not out of the woods yet. <a href=\"https:\/\/www.thehindu.com\/news\/national\/elgar-parishad-bhima-koregaon-16-human-rights-defenders-cases-and-charges\/article68177476.ece\" target=\"_blank\" rel=\"nofollow noopener\">Activists<\/a>, <a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-67980484\" target=\"_blank\" rel=\"nofollow noopener\">students<\/a>, <a href=\"https:\/\/www.hindustantimes.com\/india-news\/supreme-court-refuses-to-release-hemant-soren-on-interim-bail-pulls-up-ex-jharkhand-cm-101716360800869.html\" target=\"_blank\" rel=\"nofollow noopener\">political leaders<\/a> and <a href=\"https:\/\/cpj.org\/2024\/04\/indian-journalists-2024-election-concerns-political-violence-trolling-device-hacking\/\" target=\"_blank\" rel=\"nofollow noopener\">journalists<\/a> remain imprisoned.<\/p>\n<p>The Hindu nationalist movement also has a <a href=\"https:\/\/thewire.in\/communalism\/riots-and-wrong-communal-violence-raises-electoral-stakes-but-who-gains-from-polarisation\" target=\"_blank\" rel=\"nofollow noopener\">history of inciting communal violence<\/a> when things do not go its way in the electoral arena.<\/p>\n<p>The Modi government started to extend its <a href=\"https:\/\/thewire.in\/media\/bolta-hindustan-targeted-for-speaking-truth-why-a-media-startup-is-facing-mibs-wrath\" target=\"_blank\" rel=\"nofollow noopener\">media censorship<\/a>during the election, as well.<\/p>\n<p>There is little to suggest that Modi will temper what many see as authoritarian tendencies, but there is now more resistance, scepticism and political alternatives that will hopefully aid India\u2019s democratic recovery.<\/p>\n<div class=\"printfriendly pf-alignleft\"><a href=\"#\" rel=\"nofollow\" onclick=\"window.print(); return false;\" title=\"Printer Friendly, PDF &amp; Email\"><img decoding=\"async\" style=\"border:none;-webkit-box-shadow:none; -moz-box-shadow: none; box-shadow:none; padding:0; margin:0\" src=\"https:\/\/cdn.printfriendly.com\/buttons\/print-button-gray.png\" alt=\"Print Friendly, PDF &amp; Email\"\/><\/a><\/div>\n<\/div>\n<p><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><br \/>\n<br \/><br \/>\n<br \/><a href=\"https:\/\/www.nakedcapitalism.com\/2024\/06\/one-issue-proved-key-to-the-oppositions-stunning-success-in-indias-election-caste-politics.html\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yves here.
