{"id":77788,"date":"2024-03-05T18:56:28","date_gmt":"2024-03-05T18:56:28","guid":{"rendered":"https:\/\/neclink.com\/index.php\/2024\/03\/05\/florida-is-the-latest-state-to-weigh-proposal-for-volunteer-chaplains-in-public-schools\/"},"modified":"2024-03-05T18:56:28","modified_gmt":"2024-03-05T18:56:28","slug":"florida-is-the-latest-state-to-weigh-proposal-for-volunteer-chaplains-in-public-schools","status":"publish","type":"post","link":"https:\/\/neclink.com\/index.php\/2024\/03\/05\/florida-is-the-latest-state-to-weigh-proposal-for-volunteer-chaplains-in-public-schools\/","title":{"rendered":"Florida is the Latest State to Weigh Proposal for Volunteer Chaplains in Public Schools"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p>Following in the footsteps of several other states across the nation, a Senate committee in Florida has approved a bill whereby schools could cope with a shortage of psychologists by authorizing volunteer chaplains to support students.<\/p>\n<p>Under a bill <a href=\"https:\/\/apnews.com\/article\/florida-school-chaplains-bbfacd8b7af73f95f461b045fc83022f\">approved<\/a> by the Senate committee on February 6, the chaplains would \u201cprovide support, services, and programs to students as assigned by the district school board.\u201d<\/p>\n<p>Within a span of three weeks prior to the bill\u2019s passage, <a href=\"https:\/\/www.al.com\/news\/2024\/01\/alabama-public-schools-could-hire-chaplains-under-republican-lawmakers-bill.html\">lawmakers in Alabama<\/a>, <a href=\"https:\/\/iowacapitaldispatch.com\/2024\/01\/30\/iowa-schools-could-hire-religious-chaplains-under-proposed-legislation\/#:~:text=The%20legislation%20would%20allow%20chaplains,employing%20chaplains%20as%20school%20counselors.\">Iowa<\/a> and <a href=\"https:\/\/www.aclu-in.org\/en\/press-releases\/statement-against-sb-50-chaplains-public-schools-bill#:~:text=The%20Indiana%20Senate%20today%20passed,legislation%20in%20committee%20last%20week.\">Indiana<\/a> passed similar measures. <a href=\"https:\/\/news.wosu.org\/politics-government\/2023-08-02\/ohio-republicans-propose-allowing-chaplains-in-public-schools\">Ohio passed an almost identical bill<\/a> in August 2023, while <a href=\"https:\/\/legiscan.com\/TX\/text\/SB763\/id\/2801179\">Texas enacted comparable legislation<\/a> in June.<\/p>\n<p>According to the Florida bill, the sole prerequisites for a chaplain engaging in a school program entail undergoing a background check and having their name and religious affiliation posted on the school\u2019s website.\u00a0<\/p>\n<p>Advocates of the legislation asserted that it would offer an additional support system for children amidst challenging circumstances. Critics, however, expressed concerns about potential repercussions, such as children being exposed to inappropriate or unwelcome spiritual guidance and the potential exploitation of the program by white Christian nationalists for student indoctrination.<\/p>\n<p>The bill\u2019s sponsor, Republican Senator Erin Grall, said she perceives the initiative as a substitute for mental health counselors that offers families an alternative avenue for support.<\/p>\n<p>\u201cIt can be very powerful and should be available to students with their parents\u2019 consent,\u201d Grall <a href=\"https:\/\/www.wctv.tv\/2024\/02\/07\/florida-considers-school-chaplains-help-students\/\">said<\/a>, brushing aside concerns about chaplains potentially offering misguided advice. \u201cWhat happens when our children receive the wrong advice from a mental health counselor?\u201d she <a href=\"https:\/\/apnews.com\/article\/florida-school-chaplains-bbfacd8b7af73f95f461b045fc83022f\">argued<\/a>.<\/p>\n<p>\u00a0According to the Florida Association of School Psychologists, there is <a href=\"https:\/\/www.fasp.org\/assets\/docs\/FASP_Position_Paper_Florida_School_Psychologists_Enhancing_Student_Outcomes_Supporting_Florida's_Schools_and_Families.pdf\">one psychologist for every 1,800 students<\/a>, which exceeds the recommended 500:1 ratio by well over threefold.\u00a0<\/p>\n<p>Schools would be <a href=\"https:\/\/www.wctv.tv\/2024\/02\/07\/florida-considers-school-chaplains-help-students\/\">required<\/a> to furnish a roster of endorsed chaplains, with parents needing to enroll their child. Proponents of the bill <a href=\"https:\/\/www.wctv.tv\/2024\/02\/07\/florida-considers-school-chaplains-help-students\/\">likened<\/a> the initiative to the presence of chaplains in other sectors such as first responders and the military.\u00a0\u00a0<\/p>\n<p>\u201cIf the federal government allows chaplain services in the military, shouldn\u2019t we allow children to have access to these services here in Florida?\u201d Florida Citizens Alliance Program Manager Ryan Kennedy <a href=\"https:\/\/www.wctv.tv\/2024\/02\/07\/florida-considers-school-chaplains-help-students\/\">asked<\/a> Senate committee members on February 6.<\/p>\n<p>Numerous religious leaders from various backgrounds <a href=\"https:\/\/www.wctv.tv\/2024\/02\/07\/florida-considers-school-chaplains-help-students\/\">informed senators<\/a> that they believe the proposal is unnecessary.\u00a0<\/p>\n<p>\u201cFamilies already have access within their communities if their child is in need of spiritual care,\u201d <a href=\"https:\/\/www.wctv.tv\/2024\/02\/07\/florida-considers-school-chaplains-help-students\/\">said<\/a> the Rev. Rachel Gunter Shapard, co-founder of Pastors for Florida Children, a <a href=\"https:\/\/www.pastorsforfloridachildren.com\">coalition of clergy and laypeople<\/a> across the state advocating for fully funded public schools. \u201cIn cases where families cannot get to a house of worship, clergy visit them in their home.\u201d\u00a0<\/p>\n<p>If implemented, the proposal would put school districts \u201cin a position that takes their attention away from education,\u201d said Democratic Senator Rosalind Osgood, who voted against the bill.<\/p>\n<p>\u201cNow the school board is focused on chaplaincy instead of education,\u201d argued Osgood, who, besides having a master\u2019s degree in divinity, brings expertise to her role, as a former Broward County school board member as well as a chaplain for the Fort Lauderdale Police Department.\u00a0<\/p>\n<p>Osgood cautioned about the diverse interpretations of religious beliefs, highlighting the varying stances even within Christianity, such as certain Baptist groups that disapprove of female pastors, and individuals who employ religion in a divisive manner rather than embracing inclusivity.
