The spectacle of what passes for elites in Europe losing their minds over Russia and prepositioning to make a fast tactical nuclear strike is sheer madness. But this level of self-destructive cray-cray is becoming a new normal.<\/p>\n<p><em><strong>By Andrew Korybko, a Moscow-based American political analyst who specializes in the global systemic transition to multipolarity in the New Cold War. He has a PhD from <a href=\"https:\/\/english.mgimo.ru\/basic-facts\/overview\" target=\"_blank\" rel=\"nofollow\">MGIMO,<\/a> which is under the umbrella of the Russian Foreign Ministry. Originally published at <a href=\"https:\/\/korybko.substack.com\/p\/frances-forward-deterrence-vis-a\" target=\"_blank\" rel=\"nofollow\">his website<\/a><\/strong><\/em><\/p>\n<p><img fetchpriority=\"high\" fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-311168\" src=\"https:\/\/www.nakedcapitalism.com\/wp-content\/uploads\/2026\/06\/00-nuclear.jpg\" alt=\"\" width=\"600\" height=\"450\" srcset=\"https:\/\/www.nakedcapitalism.com\/wp-content\/uploads\/2026\/06\/00-nuclear.jpg 800w, https:\/\/www.nakedcapitalism.com\/wp-content\/uploads\/2026\/06\/00-nuclear-300x225.jpg 300w, https:\/\/www.nakedcapitalism.com\/wp-content\/uploads\/2026\/06\/00-nuclear-768x576.jpg 768w, https:\/\/www.nakedcapitalism.com\/wp-content\/uploads\/2026\/06\/00-nuclear-624x468.jpg 624w\" sizes=\"(max-width: 600px) 100vw, 600px\"\/><\/p>\n<p><strong>France\u2019s planned deployment of nuclear-armed Rafale jets armed in the Arctic, Central Europe, and possibly also the Balkans poses a qualitatively new strategic threat to Russia.<\/strong><\/p>\n<p>The <a href=\"https:\/\/korybko.substack.com\/p\/frances-planned-nuclear-drills-with\" target=\"_blank\" rel=\"nofollow\">announcement<\/a> in late April that France and Poland will carry out regular nuclear drills, which analysts reasonably believe are aimed against Russia (specifically Kaliningrad) and Belarus, represented the first application of what French President Emmanuel Macron has termed \u201cforward deterrence\u201d. It followed <a href=\"https:\/\/www.elysee.fr\/emmanuel-macron\/2026\/03\/02\/deplacement-sur-la-base-operationnelle-de-lile-longue\" target=\"_blank\" rel=\"nofollow\">his speech<\/a> earlier in the year where he introduced this concept, essentially the expansion of France\u2019s nuclear umbrella over Europe, that in turn came shortly after the expiry of the <a href=\"https:\/\/thealtworld.com\/andrew_korybko\/whats-the-likelihood-of-a-global-nuclear-arms-race\" target=\"_blank\" rel=\"nofollow\">New START<\/a>.<\/p>\n<p>The Telegraph detailed what Macron had in mind in their article about \u201c<a href=\"https:\/\/archive.is\/guHau\" target=\"_blank\" rel=\"nofollow\">How France took the nuclear option to make Putin think twice<\/a>\u201d. Rafale jets armed with tactical nukes will deploy not only to Poland, but likely also to the Netherlands, Belgium, Greece, Sweden, Denmark, and Germany, all of which showed interest in his \u201cforward deterrence\u201d initiative. The day after their article was published, Norway <a href=\"https:\/\/www.politico.eu\/article\/norway-joins-france-nuclear-deterrence-club\/\" target=\"_blank\" rel=\"nofollow\">announced<\/a>that it\u2019ll participate in this initiative, thus likely holding regular nuclear drills like Poland will.<\/p>\n<p>The tactical aspect of the nukes that France envisages deploying with its Rafales all across Europe are significant, the Telegraph explains, because they form part of what its nuclear doctrine calls a \u201cnuclear warning shot\u201d. This refers to \u201ca single, non-renewable, limited nuclear strike, which would most likely be aimed at a military target.\u201d The purpose is to spook the target, understood to be Russia, into halting military operations and resorting to solely diplomatic means for resolving whatever the dispute may be.<\/p>\n<p>Importantly, Romania <a href=\"https:\/\/www.romania-insider.com\/romania-france-extended-nuclear-initiative-march-2026\" target=\"_blank\" rel=\"nofollow\">earlier confirmed<\/a> that France invited it to join the \u201cforward deterrence\u201d initiative, but its new president <a href=\"https:\/\/www.straitstimes.com\/world\/europe\/romania-will-not-host-nuclear-components-on-its-territory-for-deterrence-says-president\" target=\"_blank\" rel=\"nofollow\">surprisingly declined<\/a> the offer to host nuclear components despite already hosting <a href=\"https:\/\/www.romania-insider.com\/france-defend-romania-usa-decreases-military-presence-2025\" target=\"_blank\" rel=\"nofollow\">French troops<\/a>. If it reverses course, then French Rafales in Norway could threaten Russia\u2019s Arctic bases with tactical nukes, its ones in Poland could threaten those in Kaliningrad and Belarus, while Romanian-based Rafales could threaten Crimea\u2019s. This represents a qualitatively new strategic threat to Russia.<\/p>\n<p>On the <a href=\"https:\/\/korybko.substack.com\/p\/the-eu-poses-a-much-more-credible\" target=\"_blank\" rel=\"nofollow\">conventional front<\/a>, the \u201ccordon sanitaire\u201d that\u2019s being assembled in the Arctic-Baltic <a href=\"https:\/\/korybko.substack.com\/p\/the-arctic-and-baltic-fronts-of-the\" target=\"_blank\" rel=\"nofollow\">through UK-led efforts<\/a>, Central Europe <a href=\"https:\/\/thealtworld.com\/andrew_korybko\/september-2025-was-the-most-eventful-month-for-poland-since-the-end-of-communism\" target=\"_blank\" rel=\"nofollow\">through Polish-led efforts<\/a>, and its entire southern periphery <a href=\"https:\/\/korybko.substack.com\/p\/korybko-to-poletaev-its-time-to-implement\" target=\"_blank\" rel=\"nofollow\">through Turkish-led efforts<\/a> would consolidate, with Turkish influence possibly stretching into Romania as foreseen <a href=\"https:\/\/korybko.substack.com\/p\/turkiyes-reportedly-proposed-military\" target=\"_blank\" rel=\"nofollow\">here<\/a>. All the while, Germany and Poland are <a href=\"https:\/\/korybko.substack.com\/p\/germany-is-competing-with-poland\" target=\"_blank\" rel=\"nofollow\">competing<\/a> to build European NATO\u2019s largest army (Poland\u2019s is <a href=\"https:\/\/notesfrompoland.com\/2024\/07\/16\/poland-has-natos-third-largest-military-new-figures-show\/\" target=\"_blank\" rel=\"nofollow\">presently the largest<\/a>), but Germany could pose <a href=\"https:\/\/korybko.substack.com\/p\/reviewing-medvedevs-article-about\" target=\"_blank\" rel=\"nofollow\">a 1941-like threat<\/a> to Russia if it ultimately pulls ahead.<\/p>\n<p>These trends are incredibly dangerous for Russia since they\u2019re all unfolding <a href=\"https:\/\/korybko.substack.com\/p\/the-brits-french-and-germans-are\" target=\"_blank\" rel=\"nofollow\">right on its doorstep<\/a>. Even worse, the archetypically anti-Russian <a href=\"https:\/\/thealtworld.com\/andrew_korybko\/the-baltic-states-are-more-important-for-ukraine-than-most-might-realize\" target=\"_blank\" rel=\"nofollow\">Baltic States<\/a> could become emboldened by these developments into either initiating a crisis with Russia or opening up a second front in support of Ukraine if the ongoing conflict resumes sometime after its inevitable conclusion, thus risking a nuclear crisis if France reaffirms its \u201cforward deterrence\u201d vis-\u00e0-vis Russia. Russia might then launch a <a href=\"https:\/\/korybko.substack.com\/p\/karaganovs-candid-assessment-of-europe\" target=\"_blank\" rel=\"nofollow\">first nuclear strike against NATO<\/a>.<\/p>\n<p>The last time that France agreed to defend a European country, it abandoned Poland to the Nazis during the \u201cphony war\u201d, so precedent suggests that it might repeat this in the future.
