In a memo to staff, <a href=\"https:\/\/www.theinformation.com\/articles\/read-anthropic-ceos-memo-attacking-openais-mendacious-pentagon-announcement\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reported by The Information<\/a>, Amodei referred to OpenAI\u2019s dealings with the Department of Defense as \u201csafety theater.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe main reason [OpenAI] accepted [the DoD\u2019s deal] and we did not is that they cared about placating employees, and we actually cared about preventing abuses,\u201d Amodei wrote.<\/p>\n<p class=\"wp-block-paragraph\">Last week, Anthropic and the U.S. Department of Defense (DoD) failed to come to an agreement over the military\u2019s request for <a href=\"https:\/\/techcrunch.com\/2026\/02\/26\/anthropic-ceo-stands-firm-as-pentagon-deadline-looms\/\">unrestricted access<\/a> to the AI company\u2019s technology. Anthropic, which already had a $200 million contract with the military, insisted the DoD affirm that it would not use the company\u2019s AI to enable domestic mass surveillance or autonomous weaponry.<\/p>\n<p class=\"wp-block-paragraph\">Instead, the DoD \u2014 known under the Trump administration as the Department of War \u2014 <a href=\"https:\/\/techcrunch.com\/2026\/02\/28\/openais-sam-altman-announces-pentagon-deal-with-technical-safeguards\/\">struck a deal<\/a> with OpenAI. Altman <a href=\"https:\/\/x.com\/sama\/status\/2027578580159631610\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">stated<\/a> that his company\u2019s new defense contract would include protections against the same red lines that Anthropic had asserted.<\/p>\n<p class=\"wp-block-paragraph\">In a letter to staff, Amodei refers to OpenAI\u2019s messaging as \u201cstraight up lies,\u201d stating that Altman is falsely \u201cpresenting himself as a peacemaker and dealmaker.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Amodei might not be speaking solely from a position of bitterness, here. Anthropic <a href=\"https:\/\/www.anthropic.com\/news\/statement-department-of-war\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">specifically took issue<\/a> with the DoD\u2019s insistence on the company\u2019s AI being available for \u201cany lawful use.\u201d OpenAI said in a <a href=\"https:\/\/openai.com\/index\/our-agreement-with-the-department-of-war\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">blog post <\/a>that its contract allows use of its AI systems for \u201call lawful purposes.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt was clear in our interaction that the DoW considers mass domestic surveillance illegal and was not planning to use it for this purpose,\u201d OpenAI\u2019s blog post stated. \u201cWe ensured that the fact that it is not covered under lawful use was made explicit in our contract.\u201d<\/p>\n<div class=\"wp-block-techcrunch-inline-cta\">\n<div class=\"inline-cta__wrapper\">\n<p>Techcrunch event<\/p>\n<div class=\"inline-cta__content\">\n<p>\n\t\t\t\t\t\t\t\t\t<span class=\"inline-cta__location\">San Francisco, CA<\/span><br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"inline-cta__separator\">|<\/span><br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"inline-cta__date\">October 13-15, 2026<\/span>\n\t\t\t\t\t\t\t<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Critics have pointed out that the law is subject to change, and what is considered illegal now might end up being allowed in the future.<\/p>\n<p class=\"wp-block-paragraph\">And the public seems to be siding with Anthropic.
